Služba vlade za razvoj reforme spodbuja, isti namen imajo tudi ocene komisije. Zato nam je na nek način všeč, če je mnenje kritično, saj lahko olajša razpravo o spremembah v slovenskem prostoru. In ciljna publika v tem primeru sploh niso samo ministrstva, ampak tudi in predvsem socialni in reformski partnerji. Po drugi strani je seveda prijetno slišati tudi kako pohvalo.
Slovenija sodi med države, ki pazljivo spremljajo, kako jih ocenjujejo iz Bruslja. V Bruselj gledamo navzgor. Nekatere države se na Bruselj požvižgajo. Kritika iz Bruslja je lahko celo blagoslov za nekatere vlade. Tole oceno smo dobili, pa bom na kratko komentiral kar tule:

Oceno "very good progress" ima 6 članic. Nismo sicer odličnjaki, smo pa med boljšimi v razredu. Ampak ...
2. Slovenia has made good progress in implementing its National Reform Programme over the 2005-2007 period. Slovenia has also been showing some progress in fulfilling the commitments agreed by the 2006 Spring European Council.
3. The Implementation Report shows some policy response to the recommendations issues by the Council. There has also been some policy response on the additional areas identified in the Council conclusions as requiring attention. The Implementation Report does not however specifically address the recommendations issued to the euro area countries.To so torej pohvale. Vedeti je treba, da gre za oceno za leto 2006. Bolj dobrohoten opazovalec bi med uspehi navedel tudi manjšanje proračunskega primanjkljaja in deleža proračuna v BDP, davčno reformo, spodbudno okolje za podjetništvo in še bi se kaj našlo. Nismo pa brez napak:

Among the strengths shown by the 2007 Implementation Report are: the involvement of social partners in drafting all major labour market reforms; efforts to strengthen the link between education and scholarship systems and the economy; the shortening of business start-up times and the reduction of administrative burden. Slovenia’s entry into the euro area is the central achievement in the macro field.
5. The policy areas in the National Reform Programme where challenges need to be tackled with the highest priority are: further pension reform and effective implementation of the active ageing strategy; and a more flexible labour market combined with a more effective personalised approach in the implementation of active labour market policies. Against this background it is recommended that Slovenia:Če bi to primerjali z oceno iz lanskega leta bi ugotovili (1) da sta problematični področji isti, da pa (2) je bil vendarle dosežen nek napredek in je kritika ožje usmerjena. Konec koncev kratkoročnih problemov s pokojninami nimamo, njihov delež v BDP še pada.

- within an integrated flexicurity approach, promotes more flexible contractual arrangements and improves the effectiveness of employment services, particularly in relation to persons with low employment prospects, in order to counter labour market segmentation mainly affecting young people.
Prej hvalijo socialni dialog, ampak ta dva problema sta posledica meja socialnega dialoga in partnerstev, ki so segale preko meja koalicije. Za reforme, ki bi bila za državo koristne, pa se da iz njih zganjati politiko in zbirati poceni politične točke, pri sindikatih, upokojencih in zato tudi pri strankah ni bilo posluha. Dejstvo je, da so ukrepi v zvezi z zgornjim v predalu, da pa ni pravega upanja, da bi okrog njih lahko dovolj širok konsenz in se stvari ne bi reševale na ulici ali na referendumih. Ti namreč padajo za bistveno manj sporne zadeve.
Osebno bi si želel, da bi volilna kampanja v 2008 ta vprašanja razčistila in da bi zmagovalec lahko izpeljal ukrepe, ki vsaj na prvi pogled niso popularni. Lahko pa seveda celo kampanjo zapeljejo v to, kdo bo lepše sadil rožice.

In addition, it will be important for Slovenia to focus over the period of the National Reform Programme on the following challenges: develop an effective research and innovation strategy and ensure its effective implementation; also with a view to containing inflation, improve competition in the services sector, with particular emphasis on retail, financial services, utilities and professional services; improve implementation of energy efficiency measures, particularly with regard to CO2 emissions and unfulfilled Kyoto targets; implement the ambitious plans to strengthen the link between the education system and the labour market.Tole so štiri "mala priporočila". Lani smo jih imeli devet, kar kaže na napredek. Na kratko:
- r&d strategija. Osebno delam na tem. Te dni gredo stvari na vlado. Oživljam tudi dialog med partnerji v visokošolskem in raziskovalnem prostoru. Spomnimo se, da že minister Zupan poskušal zadeve premakniti naprej.
- konkurenca nemenjalnega sektorja - predvsem trgovine, finance, infrastruktura ... odkar so pisali poročilo, so bile nekatere spremembe.
- energetska učinkovitost, Kyoto: tu bi se lahko pogovarjali o ustreznosti poročila, za rast tranzita ne moremo biti odgovorni, zaraščanje z gozdovi tudi da svoj prispevek. Morda malo mimo, a glede na ambiciozne cilje dobro, da se o tem zamislimo.
- povezava izobraževanje - trg dela: V to smer se nekaj dela, predvsem v zvezi z vpisnimi mesti. Par zadev, dolg študij npr., pa sodijo v skupino tistih težkih problemov. Če pa mislijo na vseživljenjsko učenje so pa udarili mimo. Tu smo med najboljšimi v EU.
